The second edition of the commentary on the Hamburg University law responds to the extensive legislative changes of recent years. In particular, the relevant legal bases for the governance of universities have been amended. The legislator of the Hamburg Higher Education Act is thus reacting to social and higher education developments as well as new budgetary requirements.
The new edition of the handbook takes account of this with a comprehensively updated presentation, including the most recent decision of the Federal Constitutional Court on the accreditation of degree programmes.
Against the backdrop of unbroken and continuing growth in demand for university places and the associated capacity disputes before the courts, the new edition also contains, for the first time, a comprehensive commentary on the Hamburg Higher Education Admission Act (HZG). The amendments to the HZG that came into force in September 2016 are also taken into account.
